7 Best Elementor Theme Builders in 2026 (Tested & Compared)

Elementor’s free plugin builds pages. It doesn’t build the parts around them: the header, the footer, the blog post template, the archive pages, the 404. That’s the job of a theme builder, and Elementor keeps its own behind a Pro license that starts at $60 a year.

So the best theme builders for Elementor aren’t one product. They’re a short list: Elementor’s own, plus a handful of add-ons that build the same site parts, most of them without needing Elementor Pro at all.

We compared seven on four things: which site parts each one can build, how it handles display conditions and dynamic content, whether it needs Elementor Pro, and what it costs in 2026. Prices were checked in 2026 and will move, so confirm on the vendor’s page before you buy.

The Best Theme Builders for Elementor at a Glance

Tool What it builds Needs Elementor Pro? Entry price Best for
Xpro Theme Builder Header, footer, singular, archive, 404, search, WooCommerce templates No Free; Pro from $29/site/year A full theme builder without a Pro license
Elementor Pro Header, footer, single, archive; WooCommerce builder from Advanced Solo It is Elementor Pro $60/year, 1 site One vendor, native setup
The Plus Addons Header, footer, single, archive, 404 (via Nexter Extension) No $39/year promo ($43 list), 1 site Agencies that want widgets and a builder in one
Crocoblock JetThemeCore Headers, footers, archive and single templates No $55/year, 1 site Dynamic, custom-post-type sites
Happy Addons Header, footer, single post, archive No Free; Pro from $39/year A free-to-start full builder
ElementsKit Header, footer, mega menu No $49/year list, 1 site Header, footer and mega menu
Ultimate Addons for Elementor Header, footer, blocks No Free; Pro reported from about $59/year A light header and footer layer

Short version: pick Xpro or Happy Addons if you want a complete theme builder without paying for Elementor Pro. Pick Elementor Pro if you want everything from one vendor. Pick JetThemeCore if your site runs on custom post types. Pick ElementsKit or Ultimate Addons if you only need a header and footer.

What a Theme Builder Actually Does

A theme builder lets you design the parts of a WordPress site that sit outside the page content, then assign them with rules. Build a header once and it shows on every page. Build a single-post template once and every blog post uses it. Build an archive template and your category and tag pages follow it.

Two things separate a good one from a basic one: display conditions (show this template here, not there) and dynamic content (pull the title, image, price or custom field from the post itself instead of typing it).

How We Compared Them

  • Scope. Does it build only headers and footers, or also single posts, archives, 404 and search pages?
  • Conditions and dynamic content. Can you target specific pages, post types or archives, and can templates read custom fields?
  • Elementor Pro dependency. Does it work on the free Elementor plugin?
  • Cost and licensing. First-year price, site limits, and whether a lifetime option exists.

Every price and feature below comes from the vendor’s own pricing or plugin page, checked in 2026.

1. Xpro Theme Builder: Best Full Theme Builder without Elementor Pro

Full disclosure: Xpro is our product. We rank it first because the free version covers the whole structure of a site, and we’ll be plain about where it stops.

What it builds. The free Xpro Theme Builder covers headers, footers, singular templates, archive pages, 404 pages and search pages, plus WooCommerce product and category templates. You design each part from the front end, with separate layouts for desktop, tablet and mobile. It works with Hello, GeneratePress, Astra and the Xpro theme, and it runs on the free Elementor plugin.

What stands out. Sticky headers are a setting, not custom CSS. The theme-building widgets (site logo, post title, post meta, post content, featured image, post navigation and others) are included.

Where it stops. Advanced conditions and dynamic data sit in Xpro Pro: ACF and post dynamic tags, Display Condition, Loop Builder and the Mega Menu extension. If your templates need to read custom fields or show for specific visitors, you’ll want Pro.

Pricing. Free forever for the theme builder. Pro is $29 per site per year (Starter), $87 per year for 5 sites (Professional) or $179 per year for unlimited sites (Business). Lifetime options are $199 for one site, $399 for 10 sites and $599 for unlimited sites. There’s a 14-day money-back guarantee.

Best for: freelancers and small businesses that want custom headers, footers and templates without a Pro license. See the full Xpro Theme Builder feature page, or the Xpro pricing page for plan detail.

2. Elementor Pro: Best Native Theme Builder

What it builds. Elementor Pro’s Theme Builder designs headers, footers, single post templates and archive pages. It’s included in every Pro plan, including the cheapest.

What stands out. It’s the same editor you already use, from the same vendor, so there’s no compatibility question between the builder and the page builder. Dynamic Content is included on every plan.

Where it stops. The Essential plan is the stripped version. Elementor’s own pricing page lists Custom Fields and Post Types as unavailable in Essential’s Dynamic Content, and the Popup Builder is not included. The WooCommerce builder arrives with Advanced Solo. There’s also no lifetime license: Elementor removed it in 2022, so you renew every year.

Pricing. Essential is $60 per year for one site, with 50+ Pro widgets. Advanced Solo is $84 per year for one site, Advanced is $108 per year for 3 sites and Expert is $204 per year for 25 sites. Elementor also sells One and One Agency plans, which add AI credits and renew at a higher price.

Best for: teams that want one vendor, one support channel and the most mainstream setup.

3. The Plus Addons for Elementor

What it builds. The Theme Builder covers header, footer, 404, archive and single pages, with display rules and action and filter hooks. It doesn’t need Elementor Pro; The Plus Addons says it works with both the free and Pro versions of Elementor.

What stands out. One license also gives you 120+ widgets, a popup builder, a WooCommerce store builder, mega menu and a blog and post-listing builder. Current discounts run 10–30% by tier, depending on the plan.

Where it stops. The Theme Builder isn’t in the main plugin. It’s part of the Nexter Extension, which comes with the Pro plan, so you’ll run two plugins.

Pricing. Yearly plans are Starter at $43 for 1 site (currently $39), Professional at $111 for 5 sites (currently $89) and Studio at $184 for unlimited sites (currently $129). Lifetime plans are $139, $249 and $349 at current promo prices. There’s a 30-day refund guarantee.

Best for: agencies and freelancers who’d rather buy one license than stack three plugins.

4. Crocoblock JetThemeCore

What it builds. JetThemeCore creates the structure of a site: headers, footers, and archive and single templates for post types, categories and similar content. Crocoblock states its plugins work with Elementor without requiring Elementor Pro.

What stands out. It’s built to sit alongside the rest of the JetPlugins stack. Pair it with JetEngine for custom post types and fields, JetSmartFilters for filtering and JetBlocks for header and footer widgets, and you can build listings, directories and booking sites that a basic theme builder can’t.

Where it stops. JetThemeCore alone is a template tool. The dynamic data comes from the other plugins, and that’s where the cost and learning curve are. Reviewers consistently flag JetEngine as the steep part.

Pricing. JetThemeCore alone is $55 per year for one site. The All-Inclusive plan is $199 per year for one site and includes 23 JetPlugins. All-Inclusive Plus is $249 per year, and a Lifetime plan is $999 once for unlimited sites. All come with a 30-day money-back guarantee.

Best for: developers building directories, listings or booking sites on custom post types.

5. Happy Addons

What it builds. Happy Addons’ free Theme Builder covers the header, footer, single post template and archive pages. Basic conditions are included: entire site, all singular pages and all archive pages. The developers state you can build a complete site theme without Elementor Pro.

What stands out. You get the full set of theme parts in the free plugin. Happy Addons Pro adds advanced templating conditions, so you can include or exclude specific pages, posts and archives.

Where it stops. The advanced conditions are Pro-only. The free version is limited to the basic rules above, which is enough for a blog or brochure site and tight for anything with many page types.

Pricing. Pro starts at $39 per year for one site at the current sale price, with 5-site, 100-site and 1,000-site yearly tiers and lifetime options. There’s a 14-day money-back guarantee.

Best for: blogs and small business sites that want a full builder before spending anything.

What it builds. ElementsKit’s theme-building features are the header and footer builder and the mega menu builder. Its listed feature set doesn’t include single-post or archive templates, so treat it as a header and footer specialist, not a full theme builder. The vendor states you don’t need Elementor Pro to use it.

What stands out. The mega menu is the draw, along with a large library of ready-made header and footer layouts.

Where it stops. If you need blog or archive templates, you’ll need Elementor Pro or one of the full builders above alongside it.

Pricing. List prices are $49 per year for 1 site (Personal), $119 per year for 5 sites (Professional) and $249 per year for 1,000+ sites (Agency). The vendor runs frequent sales that bring these to about $39, $87 and $179.

Best for: sites where a custom header and a good mega menu matter most.

What it builds. Ultimate Addons for Elementor (UAE), from Brainstorm Force and formerly known as Elementor Header & Footer Builder, adds header, footer and blocks templates to any theme. It’s used on over 2 million sites.

What stands out. It’s a lightweight way to get a custom header and footer on a theme that doesn’t offer one, and it has a free tier.

Where it stops. Like ElementsKit, it isn’t a full theme builder. There are no single-post or archive templates in what it advertises.

Pricing. The free plugin covers headers, footers and blocks. UAE Pro is reported at about $59 per year for a single site; confirm the current price with Brainstorm Force before buying.

Best for: anyone who only needs a custom header and footer, and wants the smallest footprint.

How to Choose the Right Theme Builder for Elementor

  • You want a complete builder and no Pro license: Xpro or Happy Addons.
  • You want everything from Elementor itself: Elementor Pro, ideally Advanced Solo or above if you use WooCommerce.
  • Your site runs on custom post types and custom fields: JetThemeCore with JetEngine.
  • You manage client sites and want widgets bundled in: The Plus Addons or Xpro Pro.
  • You only need a header, footer and mega menu: ElementsKit or Ultimate Addons.
  • You want to start at zero cost: Xpro, Happy Addons or Ultimate Addons all have free tiers. We cover that route in our guide to free Elementor theme builder alternatives.

Do I need Elementor Pro to use a theme builder?

No. Elementor's free plugin has no Theme Builder, but every add-on in this list, except Elementor Pro itself, works on the free plugin and builds theme parts on its own.

What can an Elementor theme builder create?

At full scope: headers, footers, single post templates, archive pages, 404 pages and search results pages, and WooCommerce product and category templates. Some tools stop at headers and footers.

Which theme builder is best for WooCommerce?

Xpro includes WooCommerce product and category templates in its free theme builder, and Elementor Pro's WooCommerce builder starts at Advanced Solo ($84 per year). The Plus Addons also includes a WooCommerce store builder in its Pro license.

Which theme builder is best for custom post types and custom fields?

JetThemeCore with JetEngine is the most dynamic-data-focused option. Xpro Pro adds ACF and post dynamic tags, and Elementor Pro's Essential plan excludes Custom Fields and Post Types in Dynamic Content.

Is a lifetime license available?

Yes, for most add-ons: Xpro, The Plus Addons, JetThemeCore, Happy Addons and ElementsKit all list lifetime plans. Elementor Pro doesn't; it's annual only.

Can I use a theme builder with any WordPress theme?

Generally yes. Xpro's theme builder works with Hello, GeneratePress, Astra and the Xpro theme, and Ultimate Addons and ElementsKit also state they work with any theme. Check your theme's compatibility notes before you commit.

Which Elementor theme builder should you use?

If you're starting a site and want the full set of theme parts without a recurring Pro license, start with Xpro or Happy Addons. If your team lives in Elementor and wants one vendor, Elementor Pro is the straightforward choice, and Advanced Solo is where WooCommerce becomes available. If the site is data-heavy, JetThemeCore is the specialist.
